Yes, Boat Scrub will remove VS721 from the surface. Afterwards wash it with acetone to get out of the pores.
I suggest that you sand the fiberglass and apply an epoxy barrier coat prior to applying anti-fouling paint to prevent osmosis blisters. VS721 seals the pores to prevent osmosis, but if you remove it you will need another way to protect it.
