A lot depends on how long the dark leaf stains have been there. If they are still superficial, it’s possible to remove them. If they are indelible, then they can’t be removed.
To get the dark leaf stains out of fiberglass, you can use Waterline Stain Remover, followed by Boat Scrub.
For the white vinyl boat seats, you can try a 50/50 mixture of EZ Vinyl Cleaner and Boat Scrub. It will take some aggressive rubbing with a clean soft cotton cloth. After, rinse clean. It that doesn’t get the stain out then nothing else will, without damaging the vinyl. People have tried chlorine bleach; it gets the stain out but destroys the vinyl and you will need to replace the seats within a year. It’s not recommended.
