Hi Michael,
You can use Alumetron. It’s a clear coat that bonds chemically to the aluminum so it can be used below the water. Make sure that the aluminum is clean and free of all pollutants before application.
If marine bio-fouling is a problem you can use VS721 fouling release over the Alumetron to reduce the fouling and make clean up much easier, but beware; VS721 may make the stairs too slippery and unsafe. Be sure to test first, before applying to all of the steps.
